Update of R and python

With this merge request, we will update our single-cell R/python container.

• Installation of R packages now done by R (Closes #4 (closed))
• Updated R to 4.2.2 (Closes #7 (closed))
• Updated RStudio
• Added quarto for document publishing
• Updated and added R and python packages (Closes #10 (closed), #8 (closed), #6 (closed))

I have tested our R and python single-cell workflows.
