Improve navigation entries of 'Machine Learning' (give intentions, not just tool names)

It seems that the 'Machine Learning' section of the navigation bar contains many tool names. Could we perhaps also add some indication when to use what? Or what type of machine learning can be done with which tool? E.g. "Neural Networks with Tensorflow" is more descriptive than "Tensorflow". This issue is related to #250 (closed).
