ok it appears we have association based accounting done with reservations.  More testing is needed for rollups but it appears to work.

added some tracking of associations in the database.  Primarily used for hourly rollup to determine reserved and over allocated time

    indicated the count of job restarts made.

added resv and over to an association.  They are always 0 right now, but should be easy to make work correctly.  Added tests to 22.1 to check for the day rollups  need to check monthly

added archive_data flag to the rollup call so nothing is accedentially archived when we don't want it to be
