changed linking so all symbols are exported from libcommon and libslurm to all that may call plugins so the plugins will have the same variables 

fixed linking issues for real this time.  Now if libcommon changes in any way the thing linking to it will recompile libcommon.o

when --multi-prog is in use.

The slurmstepd now parses the multi-prog file earlier and keeps track
of the individual argv array for each task.  Searching the PATH
environment variable is still done just before task exec() time so that
the search is done as the user and not as root.

Major changes:

- Removes the slurmd's use of SysV shared memory.  Instead the slurmd
  communicates with the slurmstepd processes through the slurmstepd's
  new named unix domain socket.  The "stepd_api" is used to talk to the
  slurmstepd (src/slurmd/common/stepd_api.[ch]).

- Reorganizes the src/slurmd subdirectory.

- Rename the "slurmd_step" process "slurmstepd".
