The srun, sbatch, and salloc --exclusive options now just set
"shared=0", and --shared sets "shared=1".  The second exclusive
variable appeared to be redundant.

removed task dist from srun put into slurmctld.  need to remove the addresses from job allocation since that isn't needed anymore.  need to fix some issues with the way sbcast does things now which should be easy.  The switch plugins can change also since we have the tasks laid out already now before we set up the switch.  Some more clean up also will be nice in srun.

Permit batch jobs to be requeued, scontrol requeue <jobid>

First patch to x_ac_debug.m4:

 "I noticed a bit ago that ./configure --enable-debug has been broken
  in SLURM for awhile -- it does not append "-Wall" to builds.
  
  This patch fixes the problem in x_ac_debug.m4."

Second patch, "fix-compile-warnings.patch", cleans up alot of warnings
revealed by the first patch.  I needed to clean up the patch because it
removed some variables and labels that were used within #ifdef sections.

Keep job in completing state until all spawned tasks are terminated.
