Since it's not used and slurm_allocation_lookup_lite() is, we're going
to rename slurm_allocation_allocation_lite() to
slurm_allocation_allocation(). The rename is in the next commit.

Handle merge from 14.11. 14.11 added JOB_UPDATE_DB which overlapped JOB_STOPPED
in 15.08. Kept JOB_UPDATE_DB's number and reassigned JOB_STOPPED.
