Updated comments in slurm_protocol_api.h

added errno definition

1. Lookup of SLURMCTLD_PORT and SLURMD_PORT in /etc/services, if that fails then
2. Atoi function of SLURMCTLD_PORT and SLURMD_PORT
3. Values in configuration file over-rides above

Changed (removed, added, renamed) configuration parameters.

added EINTR handling to send and recv protocol routines
improved signal management during sends

These are transport layer specific routines and thus are defined in the api.h
and implemented in the socket, mongo implementations classes

Implemented new slurm_api_init that takes a configuration object containing pri and sec controller address and the default port to connect to

from overwritting previously receieved information

These function encapsulate more hid underlying complexity from the application programmer

I am implementing the new comm layer in all the api functions
added sockopt parameter SO_REUSEADDR to eliminate socket turn around time during debug.

slurm_protocol_errno.h provides a default place for slurm specific error definitions until Jim completes his general errno implementation
