added usage_factor to the mix in a qos.  It doesn't do anything yet, but it is there for when we want to use it in the future

added an optional end time for rollups also changed all times in the accounting structures from uint32_t to time_t

this seems to yield a more compact allocation

select/3d_torus (only for select/bluegene). The logic really can't 
handle irregular shares and arbitrarily located nodes.

add support for network wrapping around the torus (X=0 and X=7 may 
  be logically adjacent).
