changed slurm_send_recv_controller_rc_msg to handle all rm messages instead of just SLURM_RC_MESSAGE

slurm_send_recv_controller_msg() rather than use it's own 
logic. This provides much better support for the backup 
controller during the fail-over period.

Major enhancements to all multi-core code, bug fixes, performance improvements, etc.

fix to not print an error is the timeout is being increased by the forwarding logic instead of the user.  tests agains the original timeout instead of the pumped up timeout for the underlying layers in the tree it has to go to.

slurm_init_slurm_msg is replaced by slurm_msg_t_init and slurm_msg_t_copy.

slurm_msg_t_init COMPLETELY initializes the structure, so it needs to be
called BEFORE setting any variables within the structure.

It is not clear if slurm_msg_t_copy is even necessary, it is only used
in three places.
