slurmctld now keeps track of limits of qos, we do not enforce them yet, but that should be easy to allow later

added functionality for a global qos_list so we don't have to continually query the db.  We also added start of ability to add preempt.  No checks are there yet.

added logic to make it possible for qos to be updated on the fly and added to associations when they are added to the mix
