was shutdown.

when a step is totally done.  This is needed for some systems that have an
internal epilog type process that has to run from the slurmctld and need to

2. Sched/builtin (First-in First-out) configured AND
3. Job preemption configured AND

These seem to be due to a problem within rpmbuild and the slurm.spec
file appears good
