configured then srun will use its dynamic ports only from the configured
range.

It seems to have been broken for some time due to logic blocking
SIGWINCH being removed from srun, which could result in the
signal being sent to any thread, not the thread designed to handle
window resizing.

There was an error reported by slurmstepd trying to read the window
size from srun when srun was exiting. This eliminates that spurious
error message.

Added support for job email triggers: TIME_LIMIT, TIME_LIMIT_90 (reached
90% of time limit), TIME_LIMIT_80 (reached 80% of time limit). Applies to
salloc, sbatch and srun commands.

Avoid running some regression tests on select/linear systems

Avoid abort if trying to create a core reservation on a select/linear
configuration

Add small delay to a test so that accounting records can get propagated
to the slurmdbd before we use sacct to view them.

Per request from David Gloe (Cray)

Added CpuFreqDef configuration parameter in slurm.conf to specify the
default CPU frequency and governor to be set at job end.

Don't put jobs that are not runnable on submit into Bad Constraint state,
reject them.  Only do that if the configuration changes after the job
was accepted.

Commit c800b2d8
changed some logging from verbose to debug and this test needed
corresponding changes.
There were some other problems in the test that I also fixed.
