Break infinite loop in cons_tres dealing with incorrect tasks per tres

request resulting in slurmctld hang.

This should never happen but in case of a bug in handling of option
related to number of tasks per tres (more complicated in cons_tres
cons_res) it's good to have it here to prevent hang in select.
